Rental Housing Boom Continues

Crescent City is experiencing a housing explosion, and it may not be what you envisioned.
Thursday evening in the Sewer Treatment conference room, planners considered and approved a Major Site Plan and Architectural Design Review for Elk Creek Builders’ proposed 14-unit, multi-family residential-only development located at 708 J Street. The City has recommended adoption of a resolution approving the next step for Elk Creek Builders.
The proposed development will serve above-moderate-income residents. The 14-unit project consists of two-bedroom, 2.5-bath units on a 0.66-acre parcel zoned R-3. The area is designated for high density.
Several residents from the immediate area attended the public hearing, spoke at the public dais, and voiced their disapproval of the project; nonetheless, commissioners approved the architectural plan by a 3–0 vote. One commissioner recused herself because her residence is less than 300 feet from the project site. This project is grant-free and will charge prevailing market rents.
The review now moves to the City Council for final approval.
This project joins several others currently in process or recently completed, including the now-completed Harbor Point Senior Apartments on H Street (26 units), Roosevelt Estates on California Street (56 family units), and Battery Point (121 family units and 41 senior units), with that project delayed until the latter part of 2026.
The above projects are subsidized, grant-funded developments.
All of the above projects are exclusively rentals.
