DUI Suspect Pleads No Contest to Two Felony Counts.
Randy Hooper, through his attorney George Mavris, pled No Contest on October 9 to violations of Vehicle Code 23153(a) and 23153(b), driving while intoxicated above 0.10 (actual 0.18) and causing an accident injuring the victim, respectively.
The incident occurred while the now-convicted Hooper, Assistant CAO of Del Norte County, was at the Elk Valley Casino on April 27, 2025.
Casino staff suspected Hooper may have had too much to drink and attempted to subdue him before he entered his vehicle. He exceeded the posted speed limit of 21 mph while exiting the casino grounds. Staff made every effort to compel Hooper to drive home in a taxi but was unsuccessful in this endeavor.
During his hasty exit, Hooper slammed into a stationary vehicle at Highway 101 and Sandmine Rd. Victim Megan Postma reported to Eye on Del Norte.com that she was injured during the incident and will undergo surgery on her upper arm.
An additional hit-and-run charge was not prosecuted. Ms. Postma stated she waited about 15 seconds before Hooper began to exit but later reported the front axle of his vehicle was broken, disabling the vehicle.
Formal sentencing is scheduled for November 13 at 1:30 in Dept. 1.
The recommendation for sentencing will be conducted by an out-of-area county probation department, attributable to Hooper’s working relationships with other Del Norte departments, including Probation.
